To the Public
The columns of this journal are essentially publi property, and are open to the free expressions of opinion by people of all shades of politics. Anyone who bas a grievance is most welcome to ventilate it in the Herald — the only proviso being that correspondence we receive must not be libellous, and of that the Editor will be the judee. And we wish it to be understood that the correspondence column is only opcu to the public outside the paper, No member of the Herald's staff, from the proprietor downwards, is permittee? to use the column, except under extreme conditions, and then not anonymously.
