ESSENCE OF PARLIAMENT.

LEGISLATIVE COUNCIL. Thtjesday. Several Bills were considered in Committee, and progress reported. In the Justice of the Peace Act an exemption was agreed to exempting doctors of medicine who may be on the Commission of the Peace from being on the rota. Fbiday. Sir F. Whitaker moved the second reading of the Limitation of Votes Bill. In speaking to the Bill, be expressed it as his opinion that every man should have one vote and no more. If the Bill were passed, it would he thought do away with the vast national expenses at elections, and perhaps abolish the necessity of electoral registration. A number of members opposed the Bill, and the Hon. Mr Holmes moved as an amendment that the Bill be read that day six months. A division was taken with the following result :— Ayes, 14; noes, 26. The motion for the second reading was therefore loßt. The Mining Companies Bill was read a second time, and referred to the Goldfields Committee.
