(By Cable.) (Reuter's Special.) London, May 16. Lord Salisbury, at a meeting of the Tory party last night, advocated the emigration of a million Irish to Manitoba. He expressed his conviction that a dissolution is imminent. The Liberal dissentients decline fco vote for Home Rule even as an abstract principle. The minimum majority against the measure is expected to be 41, and possibly ifc may amount to 100. Mr Chamberlain and Lord Hartington have been reconciled. May 17. The trial of Alderman Jacbnettes, a New York jeweller, charged with bribery in taking twenty thousand dollars for the votes of the Broadway Railway Franchise, has been concluded. Jachnettes was found guilty and sentence was deferred. Three hundred and fifty thousand Russian troops are beiDg massed in the Crimea and Bessarabia. Destructive cyclones, doing an immense amount; of damage, have been experienced in America, Italy, Germany, and Austria. ' The Standard' states that one New Zealand bank is reported to bave lest £300,000 through defalcations. The Rev. Davenport Kelly is mentioned aa Bishop Moorhouse's successor. It is stated that fche British Government intend to annex the Kermeiec group of islands, lying abonfc 400 miles north of New Zealand, in lat. 31 S., long. 178deg. W. It is expected the debate on the Home Rule Bill will be sufficiently advanced to allow of a division being taken on Friday next. A dissolution of Parliament is generally regarded as inevitable. The intervention of Mr Gladstone has decided Lord Rosebery in his opinion regarding the settlement of the New Hebrides Question, and Earl Granville will quickly but firmly notify to the French Government that the English Government intend to adhere to the terms of the Pacific Intervention agreement. The French Press advocates the abrogation of the proposals made by their Government. May 18. Instructions have been forwarded to Admiral Tryon to formally annex fche Kermedec Islands. The debafco on the Home Rule Bill was resumed iv the House of Commons last nighfc. t-ir Richard Cross spoke at some length in opposition to the bill, which he stated offered no prospect of finality in legislation, nor of the establishment of good government in the country. Mr Stanefisld expressed himself warmly in defence of the measure, which he declared would smooth the way of federation and strengthen the unity of the British Empire. The Scottish and Queensland Mortgage Company, with a capital of half a million, is announced. A petition, signed by 106,000 Scotchmen, has been presented to the English Government protesting against Home Rule for Ireland. The New Zealand Government are arranging for the establishment of a parcels post by the direct steam service. Germany is about to reinforce Alsace and Lorraine. The Government caucus on the Irish question are using coercive measures with their secedera. The seizure of a third American fishing smack by the Nova Scotians has again caused a feeling of irritation in America. Madrid, May 17.
