(Per Cuzco, at Melbourne.) London, September 27. It is asserted by a Loud n journal that the .first great battle of Plevna had a curiouß effect upon the foreign policy of the English Government. Previous to the Turkish victory certain militia regiments undergoing their annual training received ordeiß that they were not to be disbanded when the usual month had elapsed. Immediately after the Russian defeat these orderß were countermanded. . Matters at Plevna are almost unchanged. The Russian generals are considered to have made a mistake in attempting to take the redoubts. The -Russian losses during the various unsuccessful assaults have been 30,000 i men. Chefka Pasha successfully supplied j Plevna from Orchanie. The Russian generals are blamed for not attacking' the least de-: fended parts of Plevna. j Sinco the affair at Plevna, the Russian j .tactics have been changed on the Lorn, where Mehemet Ali still faces the Czarewitch; A great Turkish victory was reported at Biela, -which is untrue. The affair was only a reconnoisance in force, ending in victory for neither Bide. Subsequently, at Karassam, a serious encounter took place between the Turks and Cossacks The Rus&ians im mensely outnumbered their opponents. Their attack was at first successful, but they were afterwarda obliged to retreat. The Czare wilch is blamed for nut supporting the Cossacks in, the attack. After- the battle the Russians removed their headquarters to Biela. The Russiana suffered greatly. They have since been reinforced by the Imperial Guard. Mehemet Ali lost several thousand men.
