Tokomairirio Road Board.

The annual meeting of the Tokomairiro Road Board, was held sbortly after noon on Wednesday in tbe Municipal Council Chambers, Milton. The members present were— The ChairriianXMr Geo. THE' BATES AND EXPENDITURE. The Clerk said he had already .-taken out forty summonses against persons whose rates were in arrear. He stated that the outstanding grates amounted to about £200, and this, with the Government subsidy, would make a sura of £350. Out of the £200 of outstanding rates be thought fully £50 could not be collected for six months. Mr Clegg thought that if a private individual managed his affair's as the financial affairs of the Board were managed, he would soon be in a state of bankruptcy. Those who paid their rates had to pay interest on borrowed money because certain persons did not pay theirs. Auy man who held land was quite able to pay his rates. The Chairman reminded the members prer sent that forty summonses had been taken out. I Mr Dall referred to the large sum that had ' been spent in Milton subdivision, and ex- | pressed a hope that the new members would see things put on a proper fo ;ting; Mr A. Brown said that the greater portion of the expense of repairing damage done by the floods had fallen on the Milton subdivision. Mr Dall remarked that the coal road swallowed up a great deal of money. The Chairman said that the repairs of the damage caused by the recent floods had cost

Mr Dall thought it would be advisable to have a toll-gate ou the coal road. That would press equally on all portious of tbe community, and would be much better than the levying of a special rate to meet the cost of keeping the road iv repair.

STATEMENT OF ACCOUNTS

The annual statement of accounts, a summary of which has already appeared in our advertising columns, was then passed, on the motion of Mr Murray, seconded by Mr Twiss, and the Chairman was instructed to sign it.

ELECTION OP CHAIRMAN. The next business before the meeting was the election of a Chairman.

Mr Dall said that, speaking for himself, as an old member of the Board, he had little fault to find with the present Chairman, who was a man who had given great attention to the work of the Board. He had much pleasure in moving Mr Lindsay's re-election to the office of chairman of the Board.

Mr Twiss seconded the motion, which was carried unanimously. Mr Lindsay returned thanks for his reelection, and said that, all things considered, he had worked very well with the Board. There was a good deal of trouble in connection with the office ; but he liked to see roads made in the district. THE NEW RATE. Mr Twiss moved that the ratepayers should get due notice of the rate the Board intended to make. The Chairman said that due notice was always given. A JMEMORIAT.. Mr J. E. Brown said that he appeared on behalf of himself, and a number of others, to submit a memorial to the Board. They wished to have certain land added to the incorporated town of Milton, and one of the first steps to be taken was to get the consent of the Road Board, or at least to ascertain that the Board did not oppose the movement. The memorial read as follows : — To his Worship the Mayor and Councillors of the incorporated town o£ Milton.

The memorial of the undersigned householders in the portion of Milton situated between the Corporation boundaries and the railway line respectfully sheweth — That your memorialists sec, with regret, that the portion of street line between fh.e Corporation boundaries and the Railway Station, laiclj formed and metalled by the combined efforts of the Corporation, the Road Board, and by private individuals, is now allowed to fall into such a state of djsrepair as to be scarcely passable, and that further vepajr and maintenance has been practically ignored by the &osd Board by the refusal to pay a small sum for repans. That the Council have shown by the way in which they have formed and maintained their portion of the street line, and also in the liberal s-a.y in which they have contributed to form this portion, thgjb £h,sy recognise the importance of this road line for tlie Ufee«f fjjj; whole community, and we believe that they are tiie pi'u^iv io have it fully under their management and control. We would therefore request that the. Council would take the necessary steps to have the following nortions of Mr James Elder Brown's and Mr P.ater subdivisions, as in deposited plans, adijed ,to the in^o^o;-ated town of Milton, viz. — starting from the porporati&»« boundary at the intersection of J t''yi/-il' ipc District Road, thence by the District Hoad ? north 'sfdbj'fo the Dunedin and Clutha Railway, thence by the Railway and Railway lands to the Tokomairiro River, north branch, thence by the said Tokojnairiro River to the Main South Road or Unionstreefo Jthence across Union-street to join the Corporation jbo^cjary at the south-west point of South Ward, and'' '#ll^ by the original proclaimed boundary to tbe'etftrwng'jaoijat,' There were thirty-one signatures to ,tbe memorial, including nearly all the landholders, leaseholders, and househsJdgrjs on the land paferred to. Not one of those he bad called upon bad rpfused to sign the memorial. Mr Dall thought that the Board should comply with the spirit of the memorial, so Ion«- as the unpaid ra.tes on land in that portion of the distrjef were secured to them. He would move " That ttiis Jiosrd do not oppose the disjunction of this portion of the djstrjc.t described in the above memorial, and that their only claim on this portion js for the unpaid r^tes, 1.-87,3, J 87& an d previous years." Mr Murray seconded £b,s ?flPft D R? whfch was carried, AWOHTTMBJIT OF VALUATOR. Mr J. E. Brown having declined to accept tbe office, _ Mr Ciegg moved that tbe clerk, Mr Geo, Capstick, should be appoiuted valuator. Mr Martin seconded the motion, which was carried. Mr Twiss moved, ana Mr Dall seconded, a motion to- the. effect that the : Valuator should receive a fee of £5 jjg.

Mr Murray moved as an amendment tbat the fee should be £6 6s. Mr Clegg seconded the amendment, which was carried.

REPORTS PROM SUBDIVISIONS

:It was decided that the members for each subdivision should prepare reports with reference to the estimated expenditure during the current j'ear, and present them at the 'general meeting of the Board in September.

REPAIRS IN SUBDIVISIONS

Mr Twiss moved that the members in each subdivision should be allowed to expend a sum not exceeding £10 in necessary repairs. Mr Martin seconded the motion. Mr Dall moved as an amendment that the sum should be £5 in each subdivision.

Mr Clegg seconded the amendment, which was carried.

It was resolved that the members of tbe Milburn subdivision should be empowered to call for and accept tenders for the formation of two culverts.

Messrs Dall and Lindsay were authorised to have the footbridge by Mr Salmond's property put in position again.

The members for Milton subdivision were authorised to have two culverts repaired at

once

Mr Brown drew attention to the fact that the river was washing a hole in the embankment at the bridge on the district road. The members for the subdivision were authorised to have the necessary repairs effected.
