The Earl of Rosebery, speaking at Glasgow, referred to Lord Roberts' serious of the Territorials, and said such warnings should carry enormous weight. Moreover, England was now embraced within the continental system, and committed to vague liabilities and obligations which might lead us into the greatest war since Napoleon. He did not criticise Sir Edward Grey, but he contended that if the obligations under our foreign policy were acceptable we must be prepared to make the liability good. He preferred definite alliances to vague ententes, inasmuch as the limit of alliances was defined.
