DANNEVIRKE BOROUGH COUNCIL

The usual fortnightly meeting of the Borough Council was held last night, when there were present: His Worship the Mayor (Mr E. A. Ransom), Crs Harrison, Johnstone, Menefy Fitzherbert, Haines, Carston, Anderson and Neilsen. Cr Kil'ford arrived at 8.30, and took his seat at tlie council table. BATHS; COMMITTEE.

I The Baths Committee reported that they met on the lltli inst., when there were present: His Worship the Mayor, Crs Carston, Menefy and Johnstone (chairman). The comimttee begs to report having gone carefully through data received from other borough's possessing swimming baths, and having decided upon the time-table and scale of charges previously advertised. Tlio ca.retaker reported that considering the rather unfavorable weather we have been experiencing lately the attendance at the baths has been very good. The takings far three weks ending January 6, 1912, amount to £ll 4s 6d. I would respectfully make the following suggestions to the committee: (1) That a notice board directing the public the way to the baths bo erected on the telegraph post at the Highstreet end of York-street; (2) that a ipermanent advertisement in some conspicuous position in the tow.ni be erected ; (3) that an enlarged time-table be procured for tlio purpose of placing same outside the baths office; (4) that the Sunday hours for men be altered from 6.30 to 9.30 a.m. to 7.30 to 10.30 a.m.

Tlie committee resolved to make tlie following recommendations: (1) That notice boards bo erected oni the Yorkstreet telegraph post, and at the York-street entrance to the baths, and that the words "Coronation Memorial Swimming Baths" be painted on ..the buildings facing the Domain; (2) that enlarged printed time-tables and scale of charges ho procured and placed in all' public places where possible, such as hotels, tobacconists' shops, billiard-rooms, a.nd the Public Library ; (3) that tho Sunday hours for men be from 7to 10 'a.m.; (4) that persons who wish to obtain perlook on at the swimming b" charged tho usual fate for admission into the baths; (5) that on, Thursday, between tho hours of 2 and' 4 p.m.. the charge be Id each person; and child; (6) that a, barrel of tar .and quantity of sand be procured for the Domain, and also one for tho cemetery, for the repairing of footpaths; (7) that the Mayor, and Or Johnstone be empowered to interview the A. and P. Society's secretary with reference to arrangements for tho coming show day. Cr Fitzherbert advocated the opening of the baths on Sunday afternoon-. —Cr Neilsen .supported l him. The Mayor expressed disapproval!, as being unnecessary, and imposing extra labor on the caretaker. It wa<i resolved to ram the baths under the present arrangement for the present. Cr Johnstone moved that ia brass pi ate be placed at the main- entrance a' York-street bearing the inscription, "Coronation; Memorial, Baths,'' ■and that. .tho .wortjls' "Coronation Baths" only be put on the Donna in side.—Carried. ... CEMETERt.

Tho Cemetery Committee met and reported that after duly considering the question the committee resolved that they cannot recommend the council to set asido a portion oi ! the new cemetery for the purpose of soiling tho plots at a reduced charge, viz., £1 each, but will" at all times be pleased co give consideration to any recommendations received from the undertakers with reference to a reduction, of the. cost of plots in .any deserving cas«».

hho caretaker reported that there had. been one funeral 'during tlie .month, and one plot had been resorted for future use. Cr Anderson contended that the price charged for plots was too high., and advocated a -low tariff.

Tho Mayor replied that it was not merely a question of paying for the plot, but they had to provide revenue for the upkeep of the cemetery 'as well. The tariff -for t'lie old cemetery was low, but tho old cemetorv was one of the worst kept parts of the borough. I-i opart adopted. FINANCE COMMITTEE.

j/resent: His Worship tiho Mayor (chairman) and Cr Anderson. The Finance Committee reported that accounts tota-liing £2275 7s 9d as set out in "-Orders on Treasurer" Book were submitted, examined, and passed for payment.

The committee decided to make the following recommendations: 'l'llat all night-soil within the borough be removed at a charge of 9d per pan per week, which charge shall be subject to a reduction of 3d if paid on or before the 10th of every month; (3) that the Borough Engineer be instructed to submit to the next meeting of the Finance Committee ia list of aili outstanding night-soil accounts up to January 1, 1912; (3) that tho Town Clerk be instructed to take legal proceedings for the recovery of all rates outstanding. Recommendations agreed to. The Finance Committee had pleasure in reporting that the various books of tho council had now been, brought right up to date', a fact ; which they very much appreciate, also that tho Government auditor 1 completed his annual inspection of same on the 14th inst. 1 TOWN HALL. The committee recommended] that the Town Hall bo booked to the Rev. Father T. J. Cahill on St. Patrick's Day, March 18, 1912.—-Agreed to. ABATTOIR COMMITTEE. The abattoir manager's report for the month of November in the followterms was submitted and received:—Tho following work has been done at the abattoir during tho month o;- November: 78 cattle, 482 sheep, 103 lambs, 33 pig's and 4 calves were slaughtered. The fees, runners, and rents amounted to £BS 4s lid. Two cattle, four sheep and ono ']*g were condemned. On November 21 I had carted 55 cords of firewood out of one j of the paddocks, which cost 8s 4d per cord stacked at tho abattoir.—Report adopted. DOMAIN. The Domain! Committo reported that they met on the Bth inst., when tli ere were present: His Worship the Mayor, Crs Carstori, Menefy and Johnstone (chairman). The custodian's report for tlie month of December in the following terms was submitted and received: With the exception of a few days' work at the old cemetery, and attending to trees in streets dlamagedi by gales in the month, there lias 'not been time for other extra work on the Domain but ordinary .routine work. paths wliere necessary and keep same i<i repair.—Report adopted. WORKS COMMITTEE. The \wrkg Committee met 011 the Btli inst., when there were present: His Worship the Mayor, Crs Kilford and Neilsen In the absence of Gr Haines, Cr Kilford was voted to the chair. Two monthly reports from the Borough Engineer dated December 1 and! January 8 were submitted and received; arising out of which the, following recommendations were carried:—(l) That a new dray (which lias been previously authorised) be now procured, and one of the olid ones repaired as required; (2) that t-h-fc, formation of the footpath on. the.' eastern side of York-street, <as suggested by the engineer, be -root carried out at the present time until the matter lias again been considered by this committee; (3) that the engineer's proposal to erect a .new loose-box be not entertained until the council lias considered the question o~ erecting new stables: (4) that the engineer be instr/ucted to report upoai M.i J. A. Riddell's intimation that I;;! lias instaled a new ram in the borough's water race and is drawing therefrom a -jin. supply; (5) that the resignation of R. Richards, poundkeeper, submitted to this meeting be accepted. The committee considered a letter from Mr R. Gregg upon the subject of new streets between the Tapnata stream and the railway line, and between Smith and Cole-streets, which the. several owners of land through which they will! pass propose to dedicate to the coumcil.—lt was resolved that the plan of the proposed streets, together with Mr Gregg's letter, he placed before the council at its next, meeting for its decision upon the matter.

The Mayor said they bad not yet filled the position of poundkeeper/ as is was no use appointing any one who did not /live near tho pound.—Report adopted. MANGATERA FOOTPATH.

The engineer submitted the following report on the cost of constructing a footway from tho angle at Mr Burke's butcher's shop to ,the hotel at Mangatera :—The distance required to be treated is 80 chains, and tho cost at £6 18s 6d per chain amoumts to £554. This price is for forming, kcrbing, metalling, consolidating and' tarring and sanding; the surface one coat. The cost of putting down a. tarred Macadam crossing to streets runs out at £7 14s for a length of 42 feet hv 12 feet wide, this being the usual (length between the kcrbing of streets.—Referred to the Works .Committee. CORRESPONDENCE. From tho Minister for Internal Affairs, intimating that the sum of £250 has been, passed for payment to the council, being Coronation subsidy iiv respect of the cost of constructing s\v i mining bat lisß ecei ved. From tho Treasury Department, intimating that the sum of £2oo, being Coronation subsidy, also the sum of £SOO, being final advance on the abattoir loan, has ben remitted to the Borough District Fund Account.— Received. : ■

From the Public Trustee, requesting payment o:f sinking fund amounting to £ll2 10s on the £7500 water loan, duo on November 1 last. —Received.

From L. W. Ward, surveyor, forwarding' survey pilau of strip of land adjoining tho Town Hall site, recently 'purchased by tho council; also plan of easement survey in York-street, over part of lot 8, suburban section 11.—Received.

From G. Halford, requesting the ooiincil to pay half the cost of erecting a flood .gate across the Mangatena stream running through the 'property lately owned by Air Bowcn on: the Weber road.—The engineer reported against the proposal, as it was detrimental to the council's interests.

Cr Haines favored assisting Mr Halford, otherwise lie might block the council from getting in to procure gravel. The Mayor suggested asking Mr Ha.lfo.rd to fence his side of the stream.

Cr Haines said Mr Halford luad allready fenced Cr Johnstone" advocated delay untu they knew mo.ro about the position.—Adjourned for a fortnight. From secretary, Agricultural and Pastoral Association, notifying the council that the dates of the forth-, coming show aro February .14 and 15 next, and asking .for tho necessary authority in connection therewith' in te.rms of their agreemct, also requesting permission to bring show sheep through tho York-street right-of-way. —Request granted. From secretary, Fire Brigade, applying for permission to use the Domain on Easter Saturday and Momday for tlie purpose of holding a demonstration , with permission to charge for admission on Easter Monday only.—Bequest granted on payment of £5.

From G. Thorburn. intimating that the contractors for tho abattoir man-ager's-house have taken out a builder's risk for £3OO, and requesting tlie permanent insurance on the building.—Received. From R. J'. Dales, applying for a renewal of his second-hand; dealer's 1 iqen se.—A.ppl icat ion' granted. From J'; A. Drury, drawing attention to the spread of the ox-eye daisiv in tho Borough, and asking that it lie proclaimed a noxious weed. The Mayor said tho plant was certainly spreading very much in the town.

It W'as pointed out that it w.as flourishing more in tho county than in tho borough. and 1 C'r Haines suggested the County Council should 'be asked to co-onernte.—Resolved that tho County Council; he masked to 'Cooperate. in proclaiming tho plant a noxious weed. "From tho County Clerk, drawing ■attention to the approaches on the horoufrh side of the boundary. bridges on Cole and Princess .streets, and Vic-toria-avenue, and asking that they b,> repaired.—The engineer reported that lie had the matter in. 'hand. GENERAL.

Or Anderson drew attention to a fire plug indicator which was protruding in Gordon-street. . Cr Menefy asked what was being done re repairing the cricket pitch! on the Domain.—The engineer said it had been difficult to get the material, but he had not lost sight of it. Or Cars ton asked 1 re patching footpaths in Miller's iroad, and the engineer said he would l be attending to it next month.

Cr Haines suggested that the engineer might look 'at a strata of limestone wliioh had been found at the back of the brick kiiln, as it might-be suitable, for footpaths. The Mayor said his experience was that it was ,not suitable, (and the engineer endorsed tin's view. Cr Kilford asked on behalf of the A. and P. Association that a ©tump be removed from t3ie Domain, and that the cart ruts be filled in.—Request to be!grianted. ■

Or Harrison asked that stumps in several of the streets in the borough he 'removed, and the suggestion .was. agreed to. • '

C-r Kilford- drew attention to the overhanging hedges' in. 'High-street.— Notice to be given to the persons concerned.

Auctioneers' licenses were granted to all the loca;l auctioneering firms. The council then adjourned.
