French Ministries are .proverbially short-lived. Crises .are precipitated in that country at break-neck speed, and political reputations are wrecked with scant ceremony. M. Caillaux's Cabinet lias come to grief very suddenly, «nd there is reason to think that Germany has had a luand in the trouble. Tho Premier appears to have been willing to discuss the Moroccan situation, wliilo Delcasse, whose downfall some timo ago was a very sensational affair, refused' to take up the Ministership of Marine unless he wero given a free hand. It is evident that the various Governments of Europe have been spending .a very anxious time during tho last few months. And tho danger is not yet over I
