President Taft's message to the Congress advocates the conservation of natural resources and asks for the withdrawal of public lands from private settlement when thej T contain forests, coal, minerals, or phosphates, or border on water. He suggests that the Government retain the title to coal and mineral deposits under agricultural land. The public domain now consists of 1099 million acres, including Alaskan lands. He appeals for 30 million dollars for completing irrigation projects already begun, the money to be raisable on ten years' bonds upon the reclamation fund, and suggests that 60 million be spent in deepening inland waterways.
