Alfred Lytterton, speaking at Cambridge, said that in 1906 there were 208 private Bills put through, authorising construction of works involving expenditure of between sixty and seventy millions. Last year there were 112 Bills, authorising an expenditure of twelve* millions. The decrease ivas attributable to

confidence in Britain being shaken in consequence of the Liberal policy. Mr Lyttelton said that there was no more striking evidence of the loss the working classes had sustained through the policy of the present Government. Lord Lansdowne, in reply to a correspondent, emphasises that old age pensioners are safe. He adds that even the Liberal Government had never contended that it should be beyond the power of any further Government to modify the conditions. Cablegrams show that there is intense interest in South Africa, Canada, and especially Germany, in the election results. There- is more concern outside England respecting the questions of the Navy'i Tariff Reform, and Socialistic Liberalism than the question of the House of Lords. Reconciliations have avoided Conservative splits at Canterbury, Lincoln, RosendalPj , and East Marylehgjie. Two thousand unemployed were en-o-ao-ed as sandwichmen at Manchester where a Conservative demonstration was held against FTeeti'ade.. The procession was t-\vii miles long. Newspaper and other comments refer to the absence of detailed explanation as to the Government method of abolishing the Lords' veto. Beyond the statement of some speakers, that the House of Lords must pass the House of Commons' measures within the lifetime of any Parliament, no indication is given of how it is suggested this will be accomplished by legislative action. Messrs Austen Chamberlain and Balfour, in a joint manifesto to the electors, state that Tariff Reform will not increase the cost of living of the working classes, nor the' proportion of taxes paid by them, but will enable us to reduce the present taxes on articles for working class consumption. It will mean lesser unemployment and the development of trade with British dominions beyond the seas.
