James Carroll, ActiugPremier, returned from Hawke's Bay to-night. He received a cablegram from Sir Joseph Ward from Adelaide, stating he had cabled as follows to the president of the South African Convention on behalf of the Government and people of New Zealand: "I desire to offer my heartiest •congratulations upon the consununa- : tion of the great work of the African Union. I am satisfied it marks a distinct step forward, not only in the prosperity of South. Africa itself, but in consolidation of the great Empire -.of -which we are all provtd to belong, and ar.e so anxious to strengthen."
