SERVIA ARMING.
AUSTRIA PREPARED. WARLIKE ATTITUDE OF THE PORTE. (Received this day, 8 a.m.) VIENNA, yesterday. It is stated at Vienna that Sorvin. is arming far beyond rher financial strength, and Austria is therefore reinforcing the frontier to prevent any surprise. Semi-official advices from Belgrade state that the anti-Austrian ferment at Bosnia and Herzegovina is iincreasing, anod risings in several places aro threatened. The authorities have ordered notables to be confined in the houses by the gendarmerie. Various garrisons aro being strengthened, and mines aro. being laid to the passes. /• , CONSTANTINOPLE, yesterday. Owing to the movements of the Servian and Montenegrin troops; towards Novibazar, the Porte has decided on military moasures in the districts bordering on those States and parts.
