RAILWAY RATES.
[Electric Telegbaph. — Copyright.] [pbess association.] NEW YORK, July 26. The Governor of North Carolina refuses to obey the ruling. of the Federal Circuit Court, declaring the State jaw on railway rates unconstitutional and rejects all compromise until the railway companies comply with the law. A serious conflict between the State and Federal authorities is feared, involving even the use of Federal troops to enforce the orders of the Court. The prices widely condemns the Governor's action.
