' The announcement was cheered by members of the Right, but received in silence by the left. The Bills will be discussed after passage of the Budget . Nothing was said about a responsible Minister or an amnesty. The Social Democrats violently contrasted the fair promises with recent performances. M. Stolypin declared that it was not the Douma's function to express confidence in or censure of Government. Members of the Right appealed to the Douma to co-operate with M.
