Complaints of Russian Delay.
(Per Press Association.) By Electric Telegraph— Copyright. London, September 16. Sir Edward Grey, Foreign Secretary, asked Russia to reconsider the case of the Knight Commander, which was sunk by a Russian squadron during the Russo-Japanese war. Russia declined, and Sir Edward Grey now proposes that Russia should submit to the Hague Tribunal the questions whether the vessel's destruction was warranted by international law ; and if not, what damages should be paid the owners of the steamer and cargo. The communication expresses the hope that Russia will accept the proposal. (Received at 8.30 a.m. this day.) London, September 16. Advices from Pekin state that Russia has announced she will be unable to evacuate Northern Manchuria before April, owing to internal troubles. Tokio, September 16. The Japanese press complain that Russia has opened no places to trade in Northern Manchuria, according to treaty, while Japan has opened six in Southern Manchuria.
