The following was General iStoessel's message to the Czar, on the Accession , Day : — '" Great Czar ! To-day, a day of soleiLU import for. all our country, we pray to God, and with a resounding hurrah we congratulate our Czar. We kneel and beseech God to graot good health unto your Majesty; vi.to their Majesties the Empresses, and uuto the Grand Duke the Czarvitch. Our joy is the greater because all the assaults and attacks, which have lasted niue days, have been repulsed this day (November 3), this great day, the anniversary of your accession to the throue — the same day as which our enemy the Japanese are celebrating the anniversary of tho birth of their Mikado, the day of which they had sworn to take the fortress.
