The Premier to-day received a deputation of shopkeepers concerning the operation of the Shops and Offices Act. Mr Seddon replied at length to the deputation, oaying that he intended to administer the law fairly andimpartially. He did. not, however, - intend to ipsist upon a drastic observance of the Act, but he expected the citizens to observe the spirit of it. , "
