The Lokal Anzeiger's St. Petersburg correspondent asserts that nearly the whole of the Fifth and Tenth Army i Corps have been gradually pent during the past 4 months to the Far East in small detachments. London. Jan. 3. Twelve highly paid Glasgow marine ""nginsera are starting on Tuesday for Yokohama, to strengthen the Japanese navy. I January 4. j The Chinese cruisers at Shanghai are preparing for active service, .shipping ammunition and stores. Advices from Tokio state that the newspapers urge an immediate declaration of war, which is considered inevitable, but the people are calm. All the banks are withholding their funds apparently as a result of official instructions. The Japaaese Legation at London has not received auy news from Tokio. The Russian cruiser Aurora has left Bizerta The rest of the squadron has postponed its departure for the ' next few days. Admiral VVirenius entertained M. Pichon, the French Resident, and other Frenchmen at Bizerta aboard the Oslibaya. The alliance was warmly toaßted. Pekin, Jan. 4. Yuaushikikai asks to be allowed to relinquish his miuor offices, and apply himself exclusively to th« reorganisation of the Chinese army. London, Jan. 4. The Times' Tokio corresponds^ on Saturday stated that the twelve days had elapsed since Russia was asked to reconsider her reply, yet St. Petersburg maintains profound silence. Japan is plainly resolved not to endure another period of waiting which wijl be utilised to strengthen Russian armaments. r Failing some conciliatory Russian action, whereof there is no sign, Japan will in a ft.w days take Active measures to secure her vital interests. , After this war would become x^ery difficult to avert. ' ': The Daily Express' Johannesburg correspondent states that the War Office ! has cabled to the officers of regulars in the South African Constabulary to rejoiu their regiments immediately. The Daily Express states that the Government is strengthening the Malta garrison. : ■ The Stock Exchange is generally depressed, but the Continental bourses are less pessimistic. There is pessimism in Pekin based on diplomatic despatches from Tokio showing that Russia is willing to negotiate aud reconcile conflicting Interests in Korea, but declares that Manchuria concerns Russia and Cbiua alone.
