He held the Registrar to be guilty of the offences alleged, but as they were test cases only nominal penalties of ls on each information were inflicted, without costs. Iv this case it will be remembered the Registrar of Electors was charged with refusing to supply an extract from the eleotoral roll to informant, J. S. Baxter, emitting to publicly exhibit on a board outside the registrar's office the names of electors struck off, and omitting to place certain .names on the roll.
