* (PER PBEBS ASSOCIATION.) Sydney, July 11. The quarantined passengers of tbo Oroya have been liberated. Melbouiixe, July 11. The secretary of tho Miners Association states that tho owners have definitely refused to hold a conference regarding tho state of affairs at Broken Hill, and the men will shortly issue an appeal to the working men of Australia to support their actions. The owners also intend to issue a statement setting forth tho reasons in favor of tbe contract system.
