Rec. 2.30 p.m. LONDON, Dec. 21. A British youth, Graham Kinross, aged 18, who had twice previously attempted to row to the Continent, has, been reported missing after the discovery of an overturned rowing boat on the shore near Dover. Kinross made his earlier.attempts in November in an endeavour "to see conditions on the Continent for myself." He was recently charged . with, attempting to leave the United Kingdom without permission and was bound over for a year.
