Rec. 10.30. NEW DELHI, Aug. 24. The Viceroy, Lord Wavell, has departed for London. Reuters correspondent says political circles here, believe that the mam point for consultation between Lord Wavell and the British Government will be whether the constitutional change should aim at a long-term settlement or a reconstruction of the Central Executive Council pending a final settlement, as attempted at the recent abortive Simla Conference.
