EXCHANGES OF STAMPS
Restrictions on the export of stamps have been relaxed so that both used and unused stamps may now be sent to British Empire destinations, with the exception of Eire, and to the United States of America, according to an announcement by the General Post Office, Wellington. Persons exporting used and unused stamps in the course of trade or business are, however, still required to obtain a permit from the collector of customs under the Export Prohibition Emergency Regulations, 1939, and to comply with the provisions of the Export Licenses Regulations, 1938. Private stamp collectors forwarding small lots of used or unused stamps as bona-fide gifts to, or for the purpose of exchange with, overseas philatelists are not regarded as exporting stamps in the course of trade or business, and accordingly are exempt from the provisions of the export regulations.
