Conditions For Lifting Of Embargo DISCUSSIONS WITH AMERICA Rec. 11.0 a.m. NEW YORK, Mar. 9. The United States is on the verge of reaching an agreement with Spain under which the oil embargo will be lifted in return for the Spanish promise to halt tungsten exports to Germany, close the Tangier German Consulate and other concessions, reports the Herald-Tribune Washington correspondent.

The United States is reported to have agreed to submit the disposition of the seven Italian warships, interned in the Balearic Islands, to neutral arbitration while Spain has conceded to release 12 of the 14 Italian merchantmen interned in Spanish ports.

Moreover, Spain is reported to have promised to liquidate the Blue Division at present fighting against the Russians. However, it is understood that individual members may be incorporated in the German Army.
