NO DECISION YET
FINLAND AND THE WAR
Negotiations Continuing In
Stockholm
Rec. 1.30 p.m. LONDON, Feb. 18. Preliminary negotiations for a Finnish-Russian armistice are continuing in Stockholm, but there is no conclusive evidence that M. Paaslkivi, the Finnish envoy, has yet met Madame Kollontay, the Russian Ambassador to Sweden. That, says the Daily Telegraph's Stockholm correspondent, is the summing up of the situation at the close of a week of rumours, guesses and speculations, but Finland is still a long way from extricating herself from the Finno-Russian war. The Daily Express diplomatic correspondent says the British Government will facilitate in every way the peace efforts Finland is now making. Although Britain is formally at war with Finland, arrangements will be made if necessary for the safe conduct of Finnish negotiators through Britain to Moscow. A British plane may be placed at the disposal of delegates going to Moscow. It is possible an armistice will be followed by a formal FinnoRussian peace treaty. Other United Nations are not likely to object to the treaty, which will be a model of settlements other Axis satellites may expect.
