NEW FIRST VICE-PRESIDENT Rec. 11 a.m. MOSCOW, Feb. 6. M. Nikolai Shvernik, president of the Soviet of Nationalities of the Supreme Soviet and secretary of the All-Union Central Council of Trade Unions, has been elected first VicePresident of the Supreme Soviet. M. Shvernik headed the Soviet Trade Union delegation to the Congress of British trade unions in

London last October. He has also made many other contacts with British trade unions.

The Ukrainian Socialist Republic has appointed M. Alexander Korneychuk as Foreign Commissar under the new Soviet Constitution, says the Moscow radio. M. Korneychuk, who is a playwright, was formerly Russian Deputy Foreign Commissar, specialising in relations with Russia's Slav neighbours. He was closelv associated with the negotiations "leading to the recent treaty between Russia and Czechoslovakia.
