ITALIAN STATE SHAKE-UP Rec. 10.30 a.m. NEW YORK, Feb. 7. The New YOrk Times Washington correspondent states that a spokesman of the State Department said the recent shake-up in the Italian Government is mere window dressing, approved by the German masters in order to bolster deteriorating morale. ' - ~ The spokesman added that .the State Department was not deceived by Ciano's removal from his former office, which does not affect Italy s foreign relations. We should not relax the Allied war efforts against Italy. .__ A cablegram published on Saturday stated- "Mussolini has taken over the Italian Ministry of Foreign Affairs from Ciano, who has been appointed a member of the Fascist Grand Council for three vears. Bastianini remains Underqporetarv for Foreign Affairs, Amiicare Rossi, president of the Ex-Servicemen's Association, has been appointed UnderSecretary of the Prime Minister's office in pfaceof General Luigi Russo." Other Ministerial changes have also been announced.
