Mr. Webb said that most of the men now on scheme 13 were "burnt out and physically incapable of doing the ordinary work of a labourer. There were others who were returned soldiers from the last ° • been planned so that the majority of the men employed on the scheme should be engaged at producing vegetables. In the Auckland district there were only about 200 men all told on scheme 13.
