PRODUCTION BOARD'S RULING

Rec. 1 p.m. NEW YORK, Aug. 20. The Washington correspondent of the Herald-Tribune learns authoritatively that Mr. Donald Nelson chairman of the War Production Board, will inform the military services that they cannot have all they want, and mandatory priorities will be granted only for offensive weapons while defensive weapons must wait.

Combat planes of all types will head the imperative list, while "weapons that can be used at the front in the immediate future'' will take second place. Shipping and cargo planes will take third place among the priorities.
