BLACK MARKET IN STEEL

WASHINGTON, Aug. 18

The compliance branch of the War Production Board, which has been investigating the charges made by the Higgins Industries, Incorporated, of a black market in the sale of steel, reported that there was no evidence of a black market in the sense of the term as it is commonly understood. There is no evidence that scarce material has been diverted from the war programme. All the deliveries cited by the Higgins Industries were made after those to high-rated defence orders. The inquiry indicated that some steel warehouses have violated the regulations and some , of the deliveries of steel to the Higgins Industries appear to have been made at prices higher than the ceilings for warehouse sales. Others appear to have been evasions of the price regulations. These possible violations of the law are now being investigated by the Office of Price Administration.
