NORTHLAND PROBLEMS MR. PHE LAN'S REPLY In reply to a recent complaint from the Whangarei Harbour Board that neither the Minister for Transport, Mr. Scmple. nor No. 1 Licensing Authority, Mr. Phelan had during their visit north, met the board to discuss the question of transport competition between rail and shipping. Mr. Phelan yesterday expressed the view that the matter was one outside his province. The question raised, Mr. Phelan contended, was one to be dealt with by the Government.
