NON-STOP WORK

AMERICAN FORMULA

Board Set Up To Settle All

Labour Disputes

United Press Association.—Copyright.

Rec. 2 p.m. WASHINGTON, Dec. 25

President Roosevelt has issued a three-point formula to ensure nonstop war production in the United States. Labour and industry have agreed to the formula, which provides: (1) That a War Labour Board shall handle all disputes; (2) that disputes must be settled peacefully; (3) that no strikes or lock-outs will be allowed.

in breaking the deadlock in labour and industry by the peace conference he called early this month, President Roosevelt rejected industry's demand that the "closed shop" —compulsory unionism—should not be submitted to arbitration. Industrial leaders were stunned at Mr. Roosevelt's decision, /but agreed to "follow orders for the duration of the war."

In a statement they commented that the' proposed War Labour Board should not undertake to arbitrate on the "closed shop" issue, which should be resolved in advance, or it would impair the effectiveness of the board.

The -New York Journal of Commerce says industry is bound to obeyany ruling of the new Lab6ur Board, either for or against "closed shops."
