Rec. 11.30 a.m. LONDON, Dec. 8. The Press attache at the Japanese Embassy in London, Mr. Matsui said all at the Embassy were shocked when they heard the news. Communication with Tokyo was cut off on Sunday.

No arrangements have yet been made for the exchange of British and Japanese residents. Many Japanese have been given temporary accommodation at the Embassy. The Home Office announced that all Japanese nationals over 16 in the United Kingdom were required to report to the police.

The 8.8.C. continued throughout the night broadcasting news flashes to Europe in British. French, German ana Italian, and also periodic bulletins in 11 European languages.

The Times says that Mr. Churchill and President Roosevelt conferred by telephone and began to put plans into operation to co-ordinate Anglo-American defences in the Far East.

Both Houses of Parliament will meet at three o'clock to-morrow afternoon when the Government will make a statement on Pacific developments.

The United States Ambassador, Mr. J. G. Winant, has had a conference with Mr. Churchill.
