PREPARING "BLACK LIST" Rec. 5 p.m. WASHINGTON. July IS. The Under-Secretary for State. Mr. Sumner Welles, has announced that the United States is considering all possible steps Tor the expansion of export control measures, including a black list, to areas other than Latin America.
