United Press Association.—Copyright. Rec. 2 p.m. LONDON, May 12. Admiral Leahy, American Ambassador at Vichy, is understood to have requested an appointment with Petain in connection with the Paris Press campaign against America, also warning Washington to keep her hands off Dakar. Admiral Leahy is expected to ask Petain to clarify the Dakar warning issued in Paris but not published in unoccupied France. Diplomatic circles report that meetings between Hitler, Mussolini and Stalin are considered likely in the near future in connection with the possible reorganisation of European economics, if not a European military bloc. The meetings may result in farreaching moves throughout Europe, including a shake-up of Spanish civil and military, organisations. A message from Madrid states that General Franco, in a series of nine changes among the highest army posts, named General Cabanillas as Chief of General Staff, replacing General Sarrano.
