MR. MATSUOKA'S IDEAL.

"The Soviet-Japanese Pact has not removed present difficulties facing the nation," declared Mr. Matsuoka, Japanese Foreign Minister. "If possible. I would like to institute a German-like control of our national life from to-morrow. Unfortunately such control is still only in the paper stage.
"Germany, of course, also required paper plans at first, but Japan today has no time for that."
