Colonel \\ illiani Donovan, who recently toured the war zones, speaking at the C hicago Council of Foreign Relations to-night, said that the Xa4 regime endangers the interests of th» United States, and added: "If it is to our advantage to declare war. w« should declare war." Colonel Donovan conceded that tb? Xazi juggernaut was rolling fast, but insisted: "The war is not yet lost. "Defeats will come for Germanv. perhaps in 1941. certainly by 194*| and when they come the disintegration of Germany will be as sudden and complete as her present power seines perfect and impervious."
