BLACKOUT PLANS.

ARMY HEADQUARTERS. During the week-end a start was made with the blacking-out of the northern military district headquarters in Maritime Buildings, Quay Street, and tlie work was Hearing completion to-day. Special blinds of dark-[tain ted material are being used. This is one of the official •buildings concerning which there has been criticism by the public, who compared the unrestricted glare from the windows with the efforts made in the suburbs to observe the blackout regulations.
