GERMAN CONSUL.
(Reed. 9.30 a.m.') LONDON, Mar. 27. The Foreign Under-Secretary, Mr. R. A. Butler, said in the House of Commons that the development of the situation in Tangier and the installation of a German consul were primarily the concern of the French and Spanish Governments, since no direct British interest was involved. The action in question could not be regarded as inconsistent with the recent provisional arrangements between the British and Spanish Governments.
