OATMEAL CARGO FOR FRANCE. (Rec. 5 p.m.) WASHINGTON, Mar. 7. The French Ambassador, M. Henri Haye, bitterly criticised the British refusal to permit a Red Cross slii.p to carry 300 tons of oatmeal to Francc. British officials explained that the oatmeal -was rejected it went beyond the original agreement of the type of supplies for children alone, wliich provided condensed milk, children's clothing and medicine. Consequently the American Red Cross substituted additional quantities of milk.
