EMERGENCY PLANS
AVOIDING CONFUSION. On "the recommendation of the chairman, Sir Ernest Davis, the central commit tec of the Emergency Precautions Scheme Organisation ha* adopted a special recommendation in order to j remove confusion as to the respective j functions of the Emergency Precautions I Scheme Organisation and the Home Guard. The memorandum states that in a proclaimed war emergency, the K.P.S.O. is to control the civil population, while the Home Gnard is entirely j military in character. As far as the technical side of the E.P.S.O. is concerned, neither the organisation nor the ' Home Guard committee "ill consent to I a transfer to any other service, unless ! the technical function*, for which men I enrolled, disappear. The memorandum j states that a* far as the warden system ! is concerned, it is a matter of individual ! consideration, and no objection will be ! taken to a warden transferring to the J Home Guard, provided that the man j concerned makes provision for an approved substitute.
