Driver's Lapse Partly Due To Black-out. STRAIN OF WARTIME. (Reea. noon.) RUGBY, Dee. 27. The Transport Ministry, in an official report on the rail crash near Taunton on November 4, in which 27 persons were killed, states: "The sole cause was an unaccountable lapse on the part of the driver. His breakdown may be partly attributed to the operating conditions in the blackout and the. general strain which railway servants, in common with other members of the community, are undergoing at the present time."
