EXCEEDING DUTIES. , Investigation Of Un-American Activities. (Reed. 10 a.m.) WASHINGTON', Nov. 28. President Roosevelt, replying to the appeal of Mr. Martin Dies, head of the committee for investigating unAmerican activities, to tighten up anti-fifth Column investigation and stamp out Communist-instigated strikes, declared that Mr. Dies' methods might defeat the ends of justice by hasty action and the premature disclosure of evidence. Mr. Roosevelt also cautioned Mr. Dies against interference in the President's and the Administration's constitutional functions. (Witnesses recently claimed that Mr. Dies gathered evidence illegally. Mr. Dies insisted that he had no alternative.) The Dies Committee lias issfted a "red book" which consists entirely of excerpts from the writings and speeches of Lenin. Stalin and other Communist I functionaries and from party pamphlets and manifestoes. It purports to refute the claims of United States Communists that their party dissociates itself from the Communist Internationale. Tho secretary of the committee said the l>ook could serve as a basis for future moves to outlaw the party, as Mr. Dies was demanding. It was intended to establish a party of foreign conspiracy, aimed at the destruction of democratic government throughout the world, and not a political party as claimed.
