LONDON, Oct. 3

A Polish telegraphic agency reports that refugees arriving in Bucharest confirm that there is a mass concentration of Russian troops along? the Rivers Bug and San, forming the frontier between German and Russian Poland.

A similar concentration has begun on the frontier of Ruthenia, where strong mechanised Soviet units are camouflaged, among the Carpathian forest*. Worochta, a famous Polish Spa in the Carpathian mountains, is packed with tanks and armoured cars.

Moreover, numerous transports and motor units are going to Rowne, in Russian Poland, near the Ukraine border, and arfe concentrating on the German-Russian frontier in that area.

Neutrals arriving in Bucharest from Moscow confirm that • propaganda against' a German threat Iβ being intensified/ Russian deliveries of supplies to Germany have diminished and the trade treaty is not being carried out fully.

A message from Moscow says a decree calls tip youths throughout Russia aged 14 Iβ 17 to serve in the State Labour Reserve. . They will be mobilised for four years to Work in mines and factories. Their military service is being suspended during the industrial conscription* The decree points out that the measure is necessary to increase -Russia's productive capacity.
