AMERICAN NATIONS. Must Co-operate In Defence Of West Hemisphere. United Press Association.—Copyright. (Eecd. 10 a.m.) WASHINGTON, Oct. 1. President Roosevelt told a group of South American General Staff officers, visiting the United States at the invitation of the United States General Staff, that Pan-American nations must co-operate in western hemisphere defence, "one for all and all for *one."

In the name of the visitors, the Bolivian delegate replied that the visit was another link in the chain uniting the Pan-American nations.

Official sources say that any fortification of Martinique (French West Indies) would be considered a direct threat to the defences of the Americas and would undoubtedly cauee invocation of the Havana Convention. This follows a report from Vichy that it is intended to strengthen the facilities for warships at Martinique.

M. Henry Haye, French Ambassador to the United States, conferred with President Roosevelt regarding Martinique, after which M. Haye said: "The plan to resume work on the defences at Fort de France is old. It was prepared before the war. I am sure there is nothing important separating the United States and French viewpoints." He said he discussed cordially relations between the United States and France, but not Indo-China.

In war exercises, the United States Navy, in collaboration with the air wing, successfully defended the Canal Zone against theoretical European bombers, says a message from Panama.

The theory of the exercises is that the United States Fleet has defeated an Asiatic fleet, and thence hastens to the canal to attack. European units which have established bases on the South American coast and in the Caribbean Sea.

A message from Charlotte Amalie, in the Virgin Islee, West Indies, says two special representatives of the Vichy Government are reported to have been detained by British authorities at Antigua while travelling by air to the United States from the French island of Martinique.
