POWERS OF COUNCILS. ADVANCES TO FARMERS. : WELLINGTON, this day. Replying to an urgent question asked by Air. Poison (National, Stratford) in the House, of Representatives yesterday, the Minister- of. Housing and State Advances (Mr. Armstrong) eaid that county councils were "empowered under the Counties Act> 1920, by special order and without taking a poll of ratepayers, to raise « loan for purchasing land and erecting on it dwellings for workers of any kind. Under the Act the councils also had power to'make by-laws relating to the letting of the dwellings. The State Advances Corporation had considered, and would consider,, applications for finance for these purposes. In answer to an urgent question by Mr. Goosman (National, Waikato), the -Minister said that the State Advances Corporation, which was responsible for the administration of the scheme, to provide advances to farmers for increasing production, had received applications from various parts of the Dominion, and these were being dealt with, by toeal > organisations established for the- *ar~ »Botej~(jEtolkmfiit l Mrx —apjgj,
