RUMANIAN CRISIS. Accusations By Hungary And Russia. United Press Association.—Copyright. (Reed. 2 p.m.) LONDON, Sept. 15. A Budapest message says a semiofficial Hungarian statement accuses the Rumanian Army of causing a 10 days' reign of terror against the Hungarians living in territories ceded to Hungary. "Hungarian political circles were first inclined to believe that the atrocities were the work of irresponsible factions, but the latest news suggests that a secret order was given by high authorities," - says the document. "Hungary's regret at these events is heightened by the fact that Rumania is oppressing 700,000 Hungarians. The Rumano-Hungarian crisis plainly continues." '
The "Daily Telegraph" says that, coinciding with the dissolution of the International Danube Commission, the Soviet Foreign Office has notified the German Ambassador to Moscow that Russia expects to take an active part in future discussions regarding Danube traffic. The Moscow radio has again warned Rumania with regard to a new alleged frontier incident. "Provocative" Incident. M. Dekanozoff, who is second deputy to the Soviet Foreign Minister, M. Molotoff* summoned the Rumanian Ambassador, Dr. I. Gafencu, and described the incident as "provocative." He added that the Soviet would not tolerate such actions. Dr. Gafeneu promised an investigation and punishments. A message from Bucharest says King Michael has issued a decree proclaiming that the structure of the State henceforth will be totalitarian. Foreign policy will be based on the Axis. The Iron Guard will be the only party recognised. The Prime Minister, General Antonescu, who becomes "State Leader," announced the formation of" a Government in which seven of the 12 members of the Cabinet belong to the Iron Guard. It is understood the Govern|ment was formed under strict German supervision. The decree declared that Rumania becomes "a national legionary State," aiming to benefit the people morally and materially. j The Iron Guard leader, Horia Sima, |!hae been appointed Vice-Premier and commander of the lefjtetaries.
