STATE LOANS.
MORE PRODUCTION. CHARGE ON THE LAND. WELLINGTON, this day. The policy attaching to State loans to farmers to enable them to increase production was explained by the Minister in Charge of the State Advances Corporation, Mr. Armstrong, in the House of Representatives yesterday in reply to an argent question from Mr. Kidd (Opposition, Waiuki). Mr. Kidd's question was whether it was a fact that all advances made by the State to farmers for the purpose of increasing production must be secured by a first mortgage over the farmer's assets, and, if so, would the Minister consider taking a mortgage over only such assets as were created by the State loan.
