TALKS CONTINUE. Hungarian Proposal Refused By Rumania. United Press Association.—Copyright. (Heed. II a.m.) LONDON", Aug. 19. Negotiations between Hungary and Rumania concerning Transylvania were suspended this morning and will be resumed later. Rumania iff reported to have informed Hungary that the proposal for the return of two-th-'Us of Transylvania could not be considered. Rumania issued a counterproposal for the exchange of populations and the cession to Hungary of sufficient territory to cover the exchange. The Hungarians sought time to consider the Rumanian reply. Negotiations between Rumania and Bulgaria on the future of South Dobruja have opened at Craiova (Rumania). The talks between Bulgaria and Rumania are reported to be cordial. Rumania is expected to agree to cede Southern Dobruja, including Balchik. The conference was adjourned after 45 minutes. Rumania has appointed a Government commissioner to take over the Concordia Oil Company, the £1,000,000 Franco-Belgian concern, according to the Berlin news agency.
