U.S. ENVOYS IN BALTIC.
SOVIET ASKS WITHDRAWAL. (Reed. 2 p.m.) WASHINGTON, Aug. 12. The Under-Secretary, Mr. Sumner Welles, said the American Embassy in Moscow has been requested by the Soviet to. withdraw the United States diplomatic representatives from Lithuania, Latvia and Estonia.
